本会戴炳基总务报告，董事会于11月5日曾召开董事会会议议决，建议优先委任价格最低承包商承包扩建工程，惟有关议决需提呈会员大会批准，因此召开本次的特别会员大会。根据之前三家承包商所提呈的标书报价，这次扩建工程价格介于大约850万至1000万令吉，预计需耗时约60-70周才能完工。目前董事会内部认捐与外部筹款，包括会馆现有资金，有逾600万令吉，尚欠大约300万令吉，所以仍需继续努力筹募扩建基金，希望在座的会员慷慨解囊。
他进一步表示，扩建工程图测已获得土地局与吉隆坡市政局批准，若这次动议获得会员大会通过，董事会将在今年12月内委任承包商，预计有关工程可在2023年农历新年后正式动工。

Suitably qualified Contractors who are registered with Malaysia Construction Industry Development Board (CIDB) with a minimum of Grade G6 and above and with proven track records are invited to apply and register for pre-qualification for the Proposed Construction of a 3-Storey Extension to an Existing Temple (威镇宫观音寺Kuan Yin Temple) on Lot 194 Jalan Maharajalela, Kuala Lumpur. The Works shall also comprise Site Clearance and Demolition of Double Story Office and Toilets, Bored Piling of Foundation, Contiguous Bored Piling for Retaining Walls. The tender exercise for the Works is expected to be conducted in June 2022.

The Building and Development Committee of Selangor and Kuala Lumpur Hokkien Association, hereinafter referred to as “the Association”, reserves the right to accept or reject any application in the pre-qualification exercise without having to give any reason; its decision shall be final. All costs incurred in the preparation & submission of the pre-qualification documents shall be borne by the contractors alone. 雪兰莪暨吉隆坡福建会馆 启
本会署理会长林忠强博士致词时表示，颁发助学金的目的是为了减轻家长的负担，同时也鼓励学生积极向上，努力读书。他指出，家境贫寒并不是最大的问题，重要的是要怎么样去面对以及克服这样的困境，绝对不能自卑和自我放弃。署理会长举例了两位伟人华罗庚以及林肯，他们是如何突破家庭困境而成功的事迹来鼓励学生们。他透露，威镇宫观音寺每逢初一、十五、佛诞或者周末，都需要义工的协助，他鼓励有兴趣的家长和高中学生可以前来报名做义工。同时威镇宫观音寺会支付津贴给这些前来协助的义工。这样的话，多少能够减轻生活上的一些费用，他希望各位家长能够踊跃来报名参与。

在动土礼后，威镇宫发展暨扩建委员会全心投入、如火如荼展开本寺筹建工作和筹募扩建基金的活动。在短短两个月内，已陆续获得会馆内部理事同仁捐助，目前筹获捐款逾两百万令吉，这包括本会顾问丹斯里拿督斯里林景清的50万令吉与林生桂的10万令吉捐款，为扩建工程基金的筹募工作锦上添花。希望会馆内部众理事捐款，能启动各界善心人士、善信大德慷慨解囊，促成“聚沙成塔、众志成城”。
为表重视，本会会长陈炳钟于3月16日（星期三）中午12时30分假吉隆坡阳城酒家为丹斯里拿督斯里林景清与林生桂举行模拟支票移交仪式。

举行扩建动土礼
雪隆福建会馆今早10正在威镇宫观音寺举行扩建动土礼，会长陈炳钟致词时表示，威镇宫观音寺已有130年历史，长久屹立在吉隆坡市中心，香火鼎盛。在雪隆一带的华人心中，此处是一个祈愿、祈福的神圣殿堂，无论闽籍乡亲或十方信众都会到来虔诚膜拜。如今会馆积极推动扩建计划，更是期待可加大功能，加强各方面的社会服务。
“回顾130年前，威镇宫创立的那个時代，华人先贤们在这片土地上，挥汗开荒拓土。130年后的今天，承前启后，我们这一代人继续发奋图强。今天举行的扩建动土礼，是一个新的里程碑，是一个重大的历史标记，也是中华文化与信仰的传承事业，我们深感任重道远。”
对于2012年获得政府批准的扩建地段，他非常感谢现任副会长林雲南及已故陈永源乡长，在他们的努力奔走与协助下，才能成功为会馆争取到该地段。他透露即将在该地段兴建的是一座三层式大楼，内部预计设有办公室、活动场地、图书馆、婚姻注册处，以至礼堂，可供作举办讲座、生活营、信众共修，或者佛化婚礼庆典等等。
百年古刹见证首都发展
陈炳钟会长表示，根据威镇宫所珍藏的文物推算，该庙是在1890年左右建立的，主神法主公，始创期起名「法主宫」。1919年，英国殖民地政府在宪报公布为，福建人的拜神之处，归属雪兰莪福建会馆（前名）所有。于此，会馆筹资扩建庙宇，供奉佛祖、观世音菩萨，弘扬佛教事业，故有今日威镇宫观音寺。
“这座跨越三个世纪的古刹，佛光普照，安定民心。观世音菩萨，是「千处祈求千处应」，保佑风调雨顺、国泰民安。一百多年来，见证了吉隆坡从一个荒野地带，发展成为繁荣的国家首都；威镇宫可以说是一个古迹地标，也是吉隆坡建设的见证者！”
建筑设计融合传统与创新元素
雪隆福建会馆戴炳基总务在典礼上简介“威镇宫观音寺扩建工程”项目时表示威镇宫观音寺曾三度遭遇祝融光顾，其中在1989年发生的第二次火灾，更是烧毁了部分建筑；今日所见的面貌是在1989年重建，其中一部分建筑已无法还原。
他透露，会馆早在1968年就向联邦政府申请扩建，惟当时政府需要扩建庙宇前的道路，因此拒绝了他们的申请。2012年联邦政府通过宪报正式批准一块面积约849平方公尺的地段给会馆进行扩建工程，经过多方努力，终于在去年10月取得发展准证。
他进一步表示，三层式多功能大楼将结合传统与创新元素，带出中华文化的韵味。建筑物的最高层为露天天台，第二层是多用途礼堂，礼堂外的走廊则衔接现有老庙，在走廊上也会设置展区，展示画作与文物；最底层则设有小商店售卖纪念品，也会考虑开设茶馆或咖啡馆。至于地下一层设有双层停车架（Double decker parking），共有约26个停车位。
